Staff Analysis of the Legislation

This legislation requires properties that are vacant for at least 30 days to be maintained in a structurally sound condition, in a manner that does not create an unreasonable risk of fire, in a manner that secures the structure from unauthorized entry, in a manner that minimizes the appearance of vacancy, as well as to have all exterior surfaces painted in the same or similar color and weatherproofed.  Counties that determine that a vacant property is not in compliance with this law is required to give written notice to correct the violations to the owner of the property.  The notice may be served in person or mailed to the last known address of the owner, posted on the property, and advertised in the county legal organ.  If the property is not brought into compliance, th en the county must bring the property into compliance or hire a contractor to bring the property into compliance.  The county can bill the property owner.
